Mr. Heebner is a principal/partner in Heebner, Baggett, Upchurch & Garthe, P.L. He received his undergraduate degree at Stetson University. Following his tour of duty as an Army infantry officer, he received his J.D. degree from Florida State University when he was a member of Law Review and Moot Court. Mr. Heebner initially served as an Assistant State Attorney before entering private practice. He has served as Counsel for the Ponce de Leon Port Authority, the City of Daytona Beach Shores, the Daytona Beach Downtown Development Authority, and the Board of Trustees of Daytona State College. He was appointed by the Governor to the Florida High Speed Rail Committee, the Federal Judicial Nominating Committee, and as the Chairman of the Florida 7th Judicial Circuit Nominating Committee. Mr. Heebner is a member of the Florida Bar Construction Law Committee and the Environmental and Land Use section of the Florida Bar.

For over 30 years, Mr. Heebner has litigated hundreds of cases involving Florida's Construction Lien Law, construction defects and suretyship issues on large public and private construction projects in Central Florida. Mr. Heebner has been involved in the permitting for many of the major marinas in the Halifax area and has litigated numerous land use, environmental development issues. As Special Council for the County of Volusia, he litigated the federal constitutional challenge of Volusia County's road impact fee ordinance. He has interfaced with many federal and state regulatory agencies on various development issues.

Mr. Heebner has also been actively involved in numerous business, civil and service organizations, serving in leadership positions as Chairman of the Board of the Stewart Marchman Foundation, Chairman of the Board of Tomoka State Bank, President of the Board of Directors of Daytona Beach Community College Foundation, Chairman of the Civic League of the Halifax Area, President of the Daytona Beach Area Chamber of Commerce, President of Oceanside Country Club and appointed as a member of the Volusia County Charter Review Commission, the YMCA Board of Directors, and the Board of Governors of the Red Cross and The United Way.

Mr. Heebner practices primarily in the areas of business and construction litigation, land use and planning, and environmental law.
